Smart App Control Blocked TORO
Don’t worry — TORO is safe. This is a Windows safety setting, not a virus. Here is exactly how to fix it in about a minute.
What happened?
Newer Windows 11 computers include a feature called Smart App Control. It only allows programs that Microsoft already recognizes to run, and it blocks everything else — even safe, legitimate software like TORO.
When it blocks TORO, you may see a message like “Smart App Control has blocked this app”, or TORO simply will not open. This does not mean TORO is infected or damaged. It just means Windows does not have TORO on its short list of pre-approved apps yet.
There is no “allow this app” button
Unlike most Windows warnings, Smart App Control does nothave a “Run anyway” option and you cannot add TORO to an exception list. The only way to let TORO run is to turn Smart App Control off. The steps below show you how.
How to turn off Smart App Control
Follow these four steps on the computer that is blocking TORO.

Open Windows Security.
Click the Start button (the Windows logo on your taskbar), type Smart App Control, and press Enter. This opens the Smart App Control settings page inside Windows Security.

Can’t find it that way? Use the menu.
Go to Start → Settings → Privacy & security → Windows Security. Click Open Windows Security, then choose App & browser control, then Smart App Control settings.

Set Smart App Control to Off.
You will see three choices: On, Evaluation, and Off. Click Off. Windows will pop up a confirmation box — click Yes to confirm.

Open TORO again.
That is it. Double-click your TORO icon as usual. TORO and TORO Updater will now open and update normally. You do not need to reinstall anything.
Good to know
- Turning it off is permanent on most computers.Windows warns that once Smart App Control is off, it cannot be turned back on without resetting Windows. That is expected — you do not need to turn it back on for TORO.
- Your computer is still protected. Windows Defender, the built-in antivirus, keeps running and continues to guard your computer after Smart App Control is off.
- This only affects newer Windows 11 machines. Most stations never have Smart App Control turned on, so you only need to do this on a computer that is actually blocking TORO.
